IRCC just announced today that the Parents and Grandparents Sponsorship program will open at 12pm EST on January 28, 2019. Interested sponsors should submit their Interest to Sponsor Form as soon as possible, as IRCC will be issuing invitations on a first-submitted, first-invited basis.
Some of the most relevant details of the new 2019 process include:
The 2019 cap has been set at 20 000 applications.

Potential sponsors will have to upload a copy of a status in Canada document when submitting their Interest to Sponsor Form.

Sponsors will be asked on the form if they meet income requirements. Sponsors who are invited and apply, but do not qualify, will not have their application fees refunded.

The form will remain available online until a set number of complete forms are received. Potential sponsors will receive invitations based on when their form was submitted. Duplicates will be time-stamped to the date of the most recent entry. This process will continue until they reach the cap of received applications.

Once invited, sponsors will have 60 days to submit a full application.

Individuals who submit an interest to sponsor form in 2019 but are not invited to apply, will have their form retained by IRCC for the 2020 Parents and Grandparents Sponsorship program.

If you are invited to apply and you submit an application that is incomplete, your application will likely be returned and you will lose your ability to apply in this round.
