Out of Status Construction Workers in the Greater Toronto Area

The government has extended this program which allows certain construction workers who are without status to apply for permanent residence. Eligible applicants can also obtain a Temporary Resident Permit to obtain a work permit while waiting for permanent residence. This program is launched in partnership with the Canadian Labour Congress which will first assess for eligibility before the applicants apply to IRCC.

In order to qualify for this program, the applicant must meet the following:

Entered Canada as a temporary resident but currently has no status. Failed refugee claimants or those with pending refugee claims are ineligible
Lived in Canada for at least 5 years continuously
Have worked for at least 4680 hours in the past 5 years in one of the eligible construction trades in the GT
Have extended family in Canada who are Canadians or permanent residents or have a spouse, common-law partner, or child in Canada (they don’t have to be Canadians or permanent residents
Be admissible to Canada other than overstaying and working without a work permi
Be one of the 1000 candidates who are referred by the Canadian Labour Congress this year
