Immigration Predictions for 2020

Greetings!

As we start the new year, we believe that there are some important trends to be aware of for those who are trying to make their way through the immigration system. Here are some of our predictions for what’s on the horizon in 2020:

1. EXPRESS ENTRY:

Express Entry draws have been mostly in the 460s and 470s in the latter half of 2019. Given that there are approximately 19,000 candidates with scores above 450 in the Express Entry pool and the government has normally invited around 3200-3600 applicants each draw, it is likely that the scores for future draws will remain at similar levels for the near future.

2. PROVINCIAL NOMINEE PROGRAMS:

The high scores for Express Entry draws will likely result in the number of applications for Provincial Nominee Programs to rise dramatically.

We expect popular programs such as OINP’s Employer-based programs for skilled workers and international students to be filled quickly after opening this year. Some programs such as the OINP Masters Graduate Stream may experience changes given the extremely high number of interested applicants.

3. ENTREPRENEUR PROGRAMS:

Programs such as the Start-up Visa, Owner-operator LMIAs, and Provincial Nominee Entrepreneur programs will likely also experience a rise in applications given the high Express Entry scores. These applications will likely face increased scrutiny as to the viability of their business plans and other elements related to the genuineness of their businesses.

4. STUDENTS:

The confusing array of recent policies pertaining to Post-Graduation Work Permits, authorized leaves, and authorization to work while studying has and will present significant problems to many international students and their employers who do not understand the intricacies of the rules. Many students may lose their status and their opportunity to apply for the Post-Graduation Work Permit unless the government relaxes the requirements and students become better informed.

5. COMMUNITY BASED PROGRAMS:

The Rural and Northern Immigration Program and the Out-of-Status GTA Construction Policy should be implemented fully this year. The Prime Minister has also directed the Immigration Minister to implement a Municipal Nominee Program to allow local communities, Chambers of Commerce, and labour councils to select up to 5000 individuals for permanent residence.

6. PARENTS AND GRANDPARENTS SPONSORSHIP:

The Minister has recently announced that this sponsorship program will be placed on hold while the policy is being reviewed. Based on the popularity of the program and the limited quota that the government has provided each year, we may expect new rules for the qualifying criteria or in the selection process. With the dramatic increase in the CRS scores of Express Entry candidates, we expect the number of applications for other economic programs to significantly increase. These programs are normally not as straight-forward as Express Entry but can be good alternatives for those who qualify.

Similarly, those who do not make it through the family sponsorship system should consider alternative routes. Stay tuned this year for as we bring you news of program openings and updates. It’s going to be an exciting year!
