Beginning today, IRCC will be implementing the new NOC 2021 system which is the classification for occupations in the Canadian immigration system. This system will affect LMIAs and employer-specific work permits as well as permanent residence applications such as Express Entry and Provincial Nominee Programs.

Here are the specifics for the new NOC codes:

Instead of the previous 5 categories, the new system will have 6 TEER categories. Occupations that fall under TEER 0, 1, 2, and 3 will be considered high-skilled. Occupations that fall under TEER 4 and 5 will be considered low-skilled.Some occupations under the old system have now been split into different occupations in the new system

The occupations listed below that were previously classified as low-skilled have now been classified as high-skilled.

  • Payroll administrators
  • Production logistics co-ordinators
  • Dental assistants and dental laboratory assistants
  • Nurse aides, orderlies and patient service associates
  • Pharmacy technical assistants and pharmacy assistants
  • Other assisting occupations in support of health services
  • Other technical occupations in therapy and assessment
  • Elementary and secondary school teacher assistants
  • Sheriffs and bailiffs
  • Correctional and service officers
  • By-law enforcement and other regulatory officers
  • Grain merchandisers and livestock sales representatives – wholesale
  • Estheticians, electrologists and related occupations (such as tattoo artists)
  • General building maintenance workers and building superintendents
  • Residential and commercial installers and servicers
  • Pest controllers and fumigators
  • Other repairers and servicers
  • Electronic service technicians
  • Transport truck drivers
  • Bus drivers, subway operators and other transit operators
  • Heavy equipment operators
  • Aircraft assemblers and aircraft assembly inspectors
If you work in one of these occupations, you may now be able to qualify for permanent residence through Express Entry or a Provincial Nominee Program that requires a high-skilled job offer.

These occupations previously classified as high-skilled are now classified as low-skilled:

  • Tourism information officer and tourism information technician
  • Air transport ramp attendants
  • Court clerks and related court services occupations
  • Primary combat members of the Canadian Armed Forces
  • Other performers
  • Design, styling, and visual merchandisers
  • Program leaders and instructors in recreation, sport and fitness
  • Grain elevator operator
  • Operators and attendants in amusement, recreation and sport
  • Meat cutters and fishmongers
  • Tailors, dressmakers, furriers and millners
  • Rigging workers
  • Specialized livestock workers
  • Feedlot herd attendant
If you work in one of these occupations, you may no longer be able to qualify for permanent residence through Express Entry or a Provincial Nominee Program that requires a high skilled job offer.
